A long long time ago, I installed a package on an old version of Ubuntu, and it gave me man pages for various standard C library functions. So if you went for isntance "man 1 fopen" you would get the manual page for the function fopen().

Does anyone know what the package name for this doecumentation is? I tried to Google but I couldn't really think of the right terms to use and got nothing.

The man page for fopen is in the package manpages-dev. (Section 3, not section 1, by the way.)
