I want to install cvs using the command sudo apt-get install cvs but gives the error "E: Unable to locate package cvs".

The output of the command cat /etc/apt/sources.list is

Ubuntu 12.10 has reached end-of-life and is no longer supported. It is not a Long-Term-Support release.

You should probably upgrade to a newer version, 14.04 and 12.04 are LTS releases.
