Dell D820 Core 2 NVIDIA graphics
Generic Ubuntu 12.04 LTS Workstation install used as server

Lid sleep turned off in prefs GUI works fine for user accounts when logged in (does not sleep but screen blanks = good).
Lid sleep still happens when booted with lid closed or lid closed when no user logged in ( = bad).

I have been through numerous searches and encountered (and tried) many forms of voodoo on the many scattered config files and scripts with no success. Most 'solutions' involve crippling something in a clumsy way that is not obvious or elegant:

acpi/events/lid.sh
acpi/lidbtn.sh
gconftools
etc/default
etc...

So, it's obvious that power management configuration is arcane on 12.04 (and others from what I can see).

Lid sleep is correctly managed through the GUI settings when those are available (someone is logged in).

Where (?!?!?!) do the settings enforced at boot, before any user logs in, come from, and how are they implemented?

Longer topic for a rainy day: why is this made so hard?
