I am re-installing KolourPaint because the color selection bar vanished. I uninstalled fully, then went to re-install it and this is the error I keep getting below. What do I do? How do I get this program installed and working again? It's just like MSPaint, that's why I use it, others have too many features I don't need and hard to figure out how to use them.

You are looking for kolourpaint4_4.10.2-0ubuntu1_i386.deb according to the link you posted. 4_4.10.2 is for Ubuntu 13.04 which has been End of Life since the end of Jan 2014. I would highly recommend you upgrade to a supported release.

Upgrade what, the PC's OS? I don't need the program that bad to upgrade the OS just to have it. I always have a ton of problems each time I upgrade, I'm sick of fixing the same issues all the time. I still don't even have sound from the last upgrade.

Well, 13.04 is EOL, you wont get any security updates if kolourpaint is not an issue for you. Please at least consider upgrading to 14.04 which is Long Term Support.

It won't even connect to the internet for any updates from Software Updater, so can't even DL anything to upgrade the OS. And I'm online right now, tons of other things can connect, so total BS that it won't connect.
"Long term support", what, another year?

LTS means 5 years now.
And because 13.04 is EoL its repositories are no longer available. Backing up and doing a fresh 14.04 install should be the way to go. You still can upgrade online but you would need two full process until you get a supported version (13.04 -> 13.10 -> 14.04). Absolutely NOT recommended.
