How to get the new version of an application?

I have version 12.04.
I do not want to reinstall the entire system to a new version, I only want to update some specific applications.

I want to update to a newer version of Dolphin (which fixed some bugs) and Okular to 0.19 (because it supports tabs).

I had found a PPA to update GCC to 4.8 (it supports C++11), but I have not gotten the same luck with the other applications.

compile them from source or search for deb files and use dpkg on install
