Where can I download a .deb, or find a PPA for Gnome 3.14
I want to install it on Xubuntu 14.04

Gnome 3.14 was released only two days ago: http://www.gnome.org/news/2014/09/gnome-3-14-released/, so it will be some time before it is packaged for Ubuntu. I would guess the Ubuntu Gnome team will begin to look at it for the 15.04 release after they get 14.10 out the door.

Gnome releases every 6 months. When a given distribution can role a new releases out really depends on its own release cycle. Ubuntu also releases on every 6 months, about a month or so after Gnome. This means the *latest* Gnome release waits until the next Ubuntu release.
