The installer first copies over the files and then installs the packages. The installation process stopped part way through the process of copying files. Ubuntu is not installed. So, what is your response to that message? It says it all, really. What can we add?

Regards.

Maybe you have a bad install DVD. Did you try making another one? And burn it at a lower speed. I had that issue once. Making a new install DVD fixed it.

You are given several options in the message you posted, clean the lens, check the DVD to see if it boots in another computer, did you verify the download was goo, etc. After doing what is suggested in the message, try again and post the results.
