Hopefully the US government will start moving toward more open standards. My agency surprised me about a year ago when they dumped MS Outlook for Google Apps. They still use Office 2010 however.

your Agency was probably using a local (in-house) exchange server and had something like barracuda networks for a firewall/spam filter/security stuff, that stuff is very pricey to pay for every month/year, ontop of that managing a mail server is a PITA

depends on if you have a bulk licensing deal and/or non-profit discounts
i know bulk copies of windows 7 enterprise for non-profit is 15 USD a system, with a limit of 50 systems
