Skype is in the repositories, i.e. Software Centre or Synaptic Package Manager. Just tick it to install and apply. Chrome? No idea. But Chromium Browser is also in the repositories.

I'm running 14.04 now and have Skype in the repositories and have it installed from there. It's been in there for quite a long time. If it is not there, then that is another problem. Look in Software Centre first and install from there if you can before you start jumping through hoops. (I'm actually using Synaptic Package Manager, but makes no difference.) If you can install it from the official repositories, do.
