upgrade to 13.1

I've just upgraded from 12.xx to 13.1. I can login, but nothing works. If I try to connect wifi I get the response "Insufficient priveleges"

Can anyone help?

Well, sounds like 'upgrade' broke something. It is a long and unreliable process, always do a clean install instead.

Save your data and do a clean install of 14.04. 13.10 will expire in a month.
