Cannot scroll all widgets

On a fresh install of kubuntu 13.10, I'm unable to scoll through the list of widgets. There are only as many shown as will fit the width of the screen. If I change the category, I get a different set, but never all that are available. I'm not sure if there's a setting somewhere that needs to be "fixed" or what.
