[14.04] can't use anthy with dvorak layout

On previous Ubuntu versions (earlier than 13.10 I think) Ubuntu had input method separate from keyboard layout, but now they seem to have unified the two and so I can't figure out a way to permanently make the japanese anthy input to use the dvorak layout so the only workaround I have so far is to run `setxkbmap dvorak` every time I change to japanese.

How mould I go about telling anthy to use dvorak?

I discovered another possible workaround which I described in my bug report at https://bugs.launchpad.net/ubuntu/+source/unity-control-center/+bug/1361189.
