I've recently tried to install 12.04 and a couple of flavours and in each case the installation hangs just over half way with messages like

Retrieving file x of y z%

Mostly it's retrieving file 136 of 144 5%. I can wait an hour or two but the numbers don't change much and the progress bar moves about a tenth of an inch

This must mean the repository servers have slowed almost to a stop. Do they usually go into spring cleaning mode and get down time just before new versions are issued ?

How about trying to install offline?
Don't select a network when installing, and let the OS install.
Don't choose 'Install Third Party softwares'.
See if you get a proper installation going.

Once installed, you can always upgrade, and that should be the first thing you do.

Also, did you check the downloaded ISO's?
Since you mention not about 1 but other flavors too, hence that maybe secondary, but you should check the ISO for errors.

How did you download the ISO's, using torrent or some download manager?
It is safer to use a torrent or a download manager when downloading ISO's, instead of using the browser.

Edit: I am updating development release 14.04 daily and find no speed issues on the server side.
