I keep seeing the Ubuntu Phone on the Ubuntu website and Canonicals website.

Are they selling them to the general public now?
If so, how do I get one? What service providers cover the Ubuntu Phone? How much does it cost?

Unfortunately, you cannot purchase them at this moment. They are still getting phone companies to "support" their OS and that whole ordeal with the phone companies, and probably other legal, and carrier, and many other things worked out.

You can however, custom flash your phone if you have a supported phone that Ubuntu Touch has been tested on. Here is a link to the Ubuntu Touch website and how to install it for your phone.
