0. Do you try Ubuntu (trying to run it live without installing) or do you start the installer directly?

1. Have you checked that the download was good? Check the md5sum of the iso file

https://help.ubuntu.com/community/UbuntuHashes (https://help.ubuntu.com/community/UbuntuHashes)

2. Is it another version of Ubuntu (compared to the last time you installed it)?

3. Is it a new computer (compared to the last time you installed Ubuntu)?

If one of these is different, maybe you need a boot option

https://help.ubuntu.com/community/BootOptions

4. Try Unetbootin to make the USB drive bootable. There are versions for Ubuntu as well as Windows.

If you have the iso file and have checked the md5sum, you can use your local copy of the iso file (Ubuntu 13.10) in Unetbootin. (Unetbootin need not 'find it' for you via the internet.)

See this link http://zleap.net/unetbootln-usb-how_to/

and here are the md5sums to compare with for all the versions and flavours of Ubuntu:

and also on unetbootin ubuntu 13.10 isnt on there

Please read the detailed instructions at the link and look at the attached picture. Click on the thumbnail to get a big picture.

http://zleap.net/unetbootln-usb-how_to/

If you have downloaded an iso image you don’t need to worry about the top section
Click [the round button at]Diskimage (at the red arrow in the attached picture), ISO can be left as in, then click the box with … (at the blue arrow in the attached picture) in and select the iso file (using the file browser).

Finally, tell us exactly what you do not understand.
