I have an old 9.10 Ubuntu, with Broken Dependencies.
Is there a way just to blast through and overwrite it with 13.10?
The system is blocking me in all kinds of ways, and I rather just start from scratch with the newest version

Welcome. Download the 12.04 or 13.10 ISO, burn image to disk (or USB), boot from the install media and install. That easy! ;)

Your only issue might be whether the old specs can handle the new OS. If not, there are ways around this, like trying Xubuntu, Lubuntu or a minimal install (or another, even lighter, distro).

Sure
If your machine is old too you might want to go for xubuntu
You should get an option 'Replace 9.10 with 13.10' or see an option to erase and install 13.10
