New 13.10 Install - Why doesn't it shut down nicely?

This has been bugging me for a while. I expect my box to shutdown when I press the power button (it shows the 'How would you like to shutdown' menu). Even sudo shutdown now doesn't work (it closes the desktop I think and just waits).

Easy fix? It used to do it properly (12.x was the last install). Standard DVD install on a Dell Core2.
