can someone please tell me why this is?
it seems to me like the updates for 13.10 would be supported until ubuntu 14 is released

it could be just me or there may be a reason for this ..

just wondering .. (and also helping to bring closure to those small questions in our heads that get tucked away in the corners and forgotten about) ..

Ubuntu 13.10 is supported until July 2014 and Ubuntu 14.04 will be released this April.

I suspect you already figured it out:

Ubuntu 13.04 Support Period Ends January 27

All is not lost for those rocking out with the peppy bushy-tailed Racoon: Ubuntu 13.10 is available as direct upgrade (using the Software Updater tool) to all 13.04 users and is supported until July 2014.

oh, i know what it is. its because ubuntu 13.04 is the first short term release and moving from windows it confuses alot of NEW users because windows hasnt come out with short term releases until windows 8. windows 7 just has service packages but its still windows 7, not windows 7.1

so, when short term releases come out some see them as it actually being an update because service packs are considered as an update, not a release.

because of this it seems like (to new users moving from windows) 13.04 is the main "mother" of the 13 short term release and 13.10 is just an update to it.

but they are actually separate is what this is saying.

and when an update of 13.04 comes out and is called 13.10, 13.04 can be stopped for support, and 13.10 can still go on. in windows it would be like saying stopping support for 13.04 would be like stopping support for all of 13 including 13.10

and when an update of 13.04 comes out and is called 13.10, 13.04 can be stopped for support, and 13.10 can still go on. I presume you're aware... but if not:
Ubuntu releases new versions in April (X.04) and October (X.10). LTS versions come out every 2 years ('08, 10, 12, and 14) - usually the April release (6.06 being an exception). LTS versions have updates - like 12.04.3.
Apologies if I've over-explained the obvious...

hahaha

thank you for being so smart.

its just not so obvious for some people who moved from windows and such

sometimes it is difficult to see

To confuse you still further, there will be a version update 12.04.4 that will come out February 6; this is being done for the first time (usually it only goes to xx.04.3) because Ubuntu is supporting 12.04 LTS for FIVE years (used to be only the server was supported that long).
