No rights to upload xubuntu wallpapers?

This is my first message in the forum.

I wanted to participate with a wallpaper for Xubuntu 14.04 by attaching them to

but even though I have an Ubuntu account I haven't got the permissions to add attachments. What am I doing wrong or have misunderstood?

I see no way to submit attachments to that page when logged in . There is an attachment submission on the Wiki homepage, but I am not familiar with the process.
