upgrade from ubuntu 12.10 to 13.04 or 13.10

I have just installed ubuntu 12.10 and am trying to update to 13.04 or 13.10, and when I go to update manager it says that 13.10 is avalible for download but when I tell it to upgrade I get an error saying that it can't install from 12.10, so then I try and find a way to install 13.04 first but it won't let me???? What do I need to do to be able to update to ubuntu 13.10???? thanks

Why don't you begin with installing 13.10 in stead?
