I'm not sure what to do

$ sudo apt-get install encfs

Let's see if we can find out why the package manager is unhappy.
Post back the output of terminal commands:

dpkg -l encfs
dpkg -l libboost-serialization
fpkg -l libboost-system
apt-cache policy libboost-serialization
apt-cache policy libboost-system

A thought, did you update/upgrade prior to attempting the install of "encfs" ?

Since then I upgraded to 13.10 and installed successfully. (though now i have a different problem where i cant use google chrome iwth 32 bit java jdk sun oracle).

As to the java situation, I have no experience with that at all, open another thread with that topic and those who do know will see.
