has anyone found a way to do so? i have been using Ubuntu for around a year now, and i dont think i have found a way to skip releases

That's because there isn't one. You have three choices:

Upgrade through 12.10>13.04>13.10
Do a clean install of 13.10
Wait until 14.04 is released (April 2014) and you can upgrade directly from one LTS to the next. (12.04>14.04.)

Just out of curiousity, why are you wanting to upgrade? 12.04 is supported for five years. The interims are supported for nine months. The bugs might be just about out of 13.10 by the time it becomes obsolete and is out of support.

Simple... Because for example you recently install the lts... and you have thats funny surprise for example...
You cant instal the intel graphics drivers because de lts havent support to download the intel drivers... (its a simple and too funny example).
