Not completely translated?

I have tried the Xubuntu LTS Version 12.04. However I recognized that the Desktop environment has not been translated completely in my mother tongue (German). So my Question is: Is that really not translated or can I install a language pack or so after the Installation on a pc that I have a completely translated OS because that lack of translating make no good impress on Xubuntu. What can I do?

And: I have to use Xubuntu (no Ubuntu).

If you don't already have them install language-pack-de and language-pack-de-base.
