...sometime this month, why would they push an update to part of Xfce4 from 4.10 to 4.11 now, instead of when Xubuntu 13.10's released?

Not that I mind, per say. ;) Biggest change I've seen so far: the way Xfce does wallpapers. First pic shows the old way in 4.10, the second pic, the new way in 4.11. Pretty neat, eh? Does anyone out there know of any other changes, as everything else seems the same. :D

Is it because you're on a ppa? I'm still seeing:
[11:16 AM] ~/Desktop/sort $ apt-cache policy xfdesktop4
xfdesktop4:
Installed: 4.10.2-0ubuntu1
Candidate: 4.10.2-0ubuntu1
Version table:
*** 4.10.2-0ubuntu1 0
500 http://archive.ubuntu.com/ubuntu/ raring/universe i386 Packages
100 /var/lib/dpkg/status
[11:26 AM] ~/Desktop/sort $
I don't have a ppa installed.

What PPA did you use to get this? I have the 4.10 PPA in place and today got a 4.11 update for the terminal package, only; however nothing changed for the rest of the XFCE installation.
jk@mehitabel:~$ apt-cache policy xfdesktop4

I think it might be this one: ht tp://ppa.launchpad.net/xubuntu-dev/xfce-4.12/ubuntu
(deb http://ppa.launchpad.net/xubuntu-dev/xfce-4.12/ubuntu raring main)
Forgot I had added it I guess.

Also, just where is the PPA list stored? Been looking in /var/log, but can't seem to find where the PPA list's located. ;) Whoops, They are stored in /etc/apt/sources.list.d/
