Apt is failing to install tzdata correctly. Attempting to reinstall it causes more errors.

It seems tzdata isn't on the ubuntu packages site either. http://packages.ubuntu.com/search?searchon=contents&keywords=tzdata&mode=exactfilename&suite=raring&arch=any
