Can't add tools in the menu bar

Hello,

Under Ubuntu 13.04, after installing the gnome-session-fallback, and when logging to a gnome session without effects I can't edit the main menu bar (to add applets like temp monitoring...). I can only add shortcuts there and these shortcuts are not movable around the bar.

Is there a way to enable this feature ?

Thank you very much stinkeye. I was not able to use this keys combination due to my keyboard mapping but now it is fixed.
