Can i download ubuntu 13.10 onto a window ver- 7, i5 intel platform hard drive and then burn it to dvd?and if so, do i need to partition a new a space on my hard drive for it? Please help i'm so new to all this. Thanks so much.

Ubuntu 13.10 is still a very EARLY version, and not recommended for folks that are unfamiliar with fixing an OS that is likely to crash on a regular basis. I would advise against installing it at this point.

As to downloading and burning -- it is only a single ISO file, which you would download to your hard drive just like any other file. You can download the ISO file to a Windows filesystem partition and burn the DVD from there -- but I would advise using Windows to do that, as writing to a Windows partition from Linux risks filesystem corruption (unless the partition is a pure Data partition -- meaning, no OS is installed on that partition).

This will show you how to do it. It is the same for all versions of Ubuntu.

Choose the 64 bit PC (AMD64) Desktop Image. It works on both Intel and AMD CPUs. It is safe to run Ubuntu 13.10 as a live session. You need to set the computer BIOS/EFI to boot from the DVD before booting from the hard disk. Then put the DVD into the drive and switch on the computer and wait and then select Try Ubuntu. And see how it runs.

As you have been informed Ubuntu 13.10 is still under development. And that includes the programs that run the Live Session and the Installation of Ubuntu. So, do not be surprised if the user experience is not so good. It will get better the closer we get to the release of 13.10 at the end of October.
