Running Ubuntu 10.04.4 & Kernel 2.6.32-49-generic & GNOME 2.30.2 on Dell 1145 laptop.
A boot message arose as follows:

The panel encountered a problem while load "OAFIID:GNOME_ShowDestopApplet"

Do you want to delete the applet from your configuration?

Its repeated occurrence led me to choose 'Delete'.

The result is the Bottom Panel contains only Trash & anattenuated Workspace Switch display (small single window).
The Show Desktop and "Application Icons" are not there.
I can get by but with far too much care as to what is running, since the Desktop Bottom Panel does not contain the usual icons.

I hope there is some APT_GET-like path or 'Synaptic Package Manger'-like path, something simpler than reinstalling Ubuntu.
Thee seems likely a gnome boot script that may require editing.

10o4 has reached end of life. If your laptop has the specs to run it, you need to upgrade to 12o4.

Also you can install the gnome classic desktop if you want it to look like the 10o4 desktop.
