All repositories return "Failed to download repository information".

I have restored to defaults and still receive errors.

Is there another method I could use to upgrade that bypasses the "standard" method, want to get away from 12.10 ASAP as it has from day one failed to install all upgrades/patches. Requesting help about that yielded ZILCH help, so am hoping 13.04 will resolve. Or is there a method that would allow a clean install as downloading a clean copy of 13.04 seems to expect Windows OS...

You can always attempt a clean install and it does NOT require Windows. If you already have Ubuntu installed, it is easy to create a live system on USB stick

https://help.ubuntu.com/community/Installation/FromUSBStick

and do a fresh install from there.
