You cannot install 13.04 Raring 'inside' Windows using WUBI. 13.04 doesn't have WUBI. It has been dropped. Consider installing Ubuntu alongside Windows in TRUE dual-boot.

How are you trying to install? If you downloaded the ISO first, then it's corrupted and you should download it again.
