On a clean installation of Kubuntu 12.10 and 13.04 I know that KDE would pop up a dialog whenever I unplugged or replugged an external monitor to my laptop. However, now that dialog is gone, and Kubuntu forces a disable of the external monitor when I unplug it, and forces enabling when I plug it. I don't know how I can change that setting.
