Could there be a Linux Mint spin on the Ubuntu Phone? Could Canonical's step into the phone industry mean that we will see more linux based phone os's?

Hard to say. I would say probably not, since canonical is the only company that make linux OS that actually has a lot of cash. Except for red hat (not sure what company that makes that one).

And of course google that make android.

You should ask the Linux Mint developers that question. But I doubt it. Why? Because although Linux Mint is based upon a version of Ubuntu it is not based upon Ubuntu Touch which will be the Ubuntu mobile platform OS. Unless the Mint developers convert to Ubuntu 13.04/13.10/14.04 they will not be able to use the Ubuntu Touch code base.
