Make USB device mounting require authentication

I want to make my system so that any device that connects to the computer needs a password when it goes to mount. In almost all Linux distros the usb device pop ups appears then u click it and the device is mounted as a partition on the root disk. I want a script or something to request a password before the usb device gets mounted on the system.
