i am planning to upgrade to 13.04 by using update manager.

No, because you are planning to move to a beta version.
Also, I believe 12.04 -> 12.10 -> 13.04 is the path you would need to follow.
Anyway, why do you want to move to 13.04? Can't you achieve what you want by adding a PPA or two?
For example, if what you want is KDE 4.10, there is a PPA for that: https://launchpad.net/~kubuntu-ppa/+archive/backports

No.
Any upgrade has a risk
Upgrading to a Beta version is more risk.
Having said that: I switched to a fresh install of 13.04 two weeks ago, and I like it.
