Keyboard layouts not visible (image heavy)

Hello, I have a fresh install of Ubuntu 12.04LTS in a virtual environment, but I cannot get keyboard layouts to display. It was installed with all defaults, so I'm not sure what's broken. I let it run updates and that still did not let the layouts appear.

Should I have files in /etc/x11/xkb ? Maybe my install disc is broken?
