WUBI on Windows 7-64 Dell P6 laptop possible?

I know people using 12.04 on Win 7 via Wubi but keep in mind it is not intended for long term use. With out knowing the error it is hard to suggest what to do. You could reinstall and run Wubi as administrator and also see the guide. https://wiki.ubuntu.com/WubiGuide
