USB 3.0 to double speed from 5 to 10 Gb/sec

It ought to be called USB 4.0, why stick with USB 3.0 name?
Anyway this is offputting me from buying the slower USB 3.0 PCIE adaptor.

What PC buss is the new standard using, is it stil PCIE or not?
Maybe I will need a new PC motherboard just to keep up with it all.

Something like that might make me decide to get an enclosure my RAID array and just run it via USB3 instead of having it inside the server..
