Hi, I was wondering if you could help or maybe point out what is the issue here.

I have Toshiba laptop P875 S7200 Windows 7 (64); installed Ubuntu 12.10, using Wubi; when I restart my laptop I am able to get to a safe mode screen and see the option to choose "Windows" or "Ubuntu" BUT my keyboard does not respond (tried FN button, F1, F8) and after like 4 seconds Windows 7 starts automatically. Once I get to logon screen for Windows, keyboard is working fine (and afterwards as well). I have a wireless mouse (connected to usb port through wireless receiver).

I don't really want to uninstall Ubuntu because:
1. I got an alert from Windows to install an update for Bios (after I tried multiple times to use keyboard in Safe Mode and it did not work). Installed it AND ONE time was able to use my keyboard and select Ubuntu.
2. I tried it and it looks nice.

Most likely is it a Bios issue?Do I need to change some settings?

This can happen with USB keyboards on older BIOSes. Try a PS2 keyboard if you have one. If you can get into BIOS look for legacy USB support or something like that.
