All supported versions of Ubuntu can be downloaded from one of the following sites:
http://releases.ubuntu.com/
http://cdimage.ubuntu.com/

I think you are after this link:
http://cdimage.ubuntu.com/releases/12.04.1/release/ubuntu-12.04.1-dvd-i386.iso.torrent

Is there any reason you want the DVD rather than the CD? It is only needed in very specific cases.

Is there any reason you cant just do a direct download from the official site instead of using a torrent if you really want the DVD? As I mentioned earlier there is no good reason to download the DVD instead of either the normal Desktop or Alternate CD's.

The reason there aren't many seeders for the DVD is because no-one uses it, if you download the torrent for the CD you will have far more seeders. I'm seeding this (http://releases.ubuntu.com/12.04.1/ubuntu-12.04.1-desktop-i386.iso.torrent) torrent at the moment and it has just under 2000 seeders, it will max out your internet connection with no problems.

Personally I wouldn't trust downloading an OS from an unofficial site so I'm not going to go looking for links for you.

Edit - I've just tried the DVD torrent I linked to earlier and I'm downloading at around 20Mb/s.
