I am using Ubuntu 11.04 and windows7. To display ubuntu files in windows7 i downloaded a software ext2fsd. it shows ubuntu as a partition but not displaying files... so, i think that i want to change ubuntu filesystem permissions..so i changed ubuntu filesystem permissions.....now ubuntu not opening..

Please be more descriptive. What did you mean exactly by "changing the permissions"? What command did you type?

In your place I wouldn't try accessing the linux partition from windows at all. Windows can barely work with its own ntfs partitions, it can only mess up linux partitions.

If you need to frequently exchange data between the OSs, you should have one ntfs data partition. In that case both OSs can read it easily.
