This is such a great idea.
If it wasn't for QBasic, I don't think I would have ever gotten involved in programming, and who knows where I would be today.

FreeBASIC (http://www.freebasic.net) (community (http://www.freebasic.net/forum)) might be of interest to some.
It is GPL, comes with a compiler, headers for different libraries, and examples.
No IDE though but personally I use gedit.
