You decide on particular policies and see how this effects the budget deficit.
I was surprised that my policies would result in a surplus for the government. If I were in power, I would then be able to take this surplus and pay down the national debt or fund some worthy projects, like the development of free software! :)
To put your final Trillion figures into perspective, the entire annual budget for NASA is about $18 Billion, or $0.018 Trillion, so small that it almost wouldn't register on this tool.
