no menues it top panel

I had 10.4onmy laptop and one day it just stopped loading the top panel all together. ok. I did a clean install of 12.04 and now there are no menues in top panel. is this what the new panel is like.

You need to hover your mouse over the top panel. This should show the menu.

I tried but there is no system, or places or applications tabs. Are they not included anymore?
