Keyboard short cut not working

Certainly keyboard short cut sotp working for many common command like select all, copy, paste, open terminal etc.

They are showing disabled mode in diffrent application too.

I have been trying for last 2 days not finding the solution and causes.

I have Ubuntu 12.04
