Will I be able to buy a phone that has Ubuntu running on it or will I have to install Ubuntu on a phone that is compatible? If I need to install, what are the full phone requirements recommend to have Ubuntu working properly? Is this something that is available now?

Andriod:
Linux based OS focused on phones and tablets.

Ubuntu:
Linux based OS focused on desktops and servers.

Can you install Ubuntu on some phone hardware - yes.
Would you have a device that would still be useful as either a computer or a phone - probably not.

It would a bit like rigging you weed-wacker to be a leaf blower -- sure it can be done, but why?

You would have a novelty..
