Desktop selection

How can i make desktop as the default selection instead of Cairo-dock(with or without openGL) while switching between workspaces or at the start up of Ubuntu, so that i can select the desktop items just with the arrows on the keyboard?
But i don't need to select desktop if there are any windows opened in other workspaces.

Do anyone got what i'm asking?
