It has been a while since I used KDE at all, so I am not sure if this would still exist.

Try:

solid-powermanagement brightness set 10

This should turn it down to 10% brightness.

What happens when you try changing it via GUI tool?

I see. Doesn't work how, the slider won't move when you try or the option just doesn't exist?

You can try the top two options here: http://askubuntu.com/questions/57236/unable-to-change-brightness-in-a-lenovo-laptop
