Who votes for a fresh install of Ubuntu to ask whether the Unity bar should be enabled

You already have options to not install Unity...it's called Xubuntu, Kubuntu, and Lubuntu.

This won't happen for the same reason a fresh install doesn't ask for your default browser, IM client, etc.
Canonical wants the installer to be as simple and quick and possible, adding other options during install will make it longer and could confuse someone who doesn't know what the differences are.

As Version Dependency said, someone more tech savvy that wants to use something other than Unity can do so.

I'm not sure that your, mine, or anyone else's vote does or should count. But if we're going to vote for stuff that's not really in our control, I vote that Microsoft should give a pony to everyone who uses Windows.
