installation of synaptic package manager

hi,
I have recently installed ubuntu 12.04... it doesn,t have synaptic package manager..i need to install packages for downloading packages of omnet++...but when i went through the synaptic side..it doesn,t download. i also refernced link "How_to_Install_OMNeT++_4.2.2_on_Ubuntu_12.04.html " but it will work i am not sure..relly need urgent help..
