Can the desktop Xfce 4.10 be installed in Ubuntu 12.04 64 bit? If so how do can I install Xfce 4.10.

Yes, you can:
sudo apt-get install xubuntu-desktop

@msammels: The version of Xfce in the official repos of Precise 12.04 is 4.8.

I have 4.10 installed. The only issue I have is that Docky crashes quite often.

I installed Xfce 4.10. I had no problems but I think I prefer Unity. I have read so many post where someone has said they hated Unity, and I find it quite pleasing to the eye. So I guess I just stick with Unity.
